Charles To heads up the Corporate, Commercial and TMT Practice of ELLALAN and is an experienced lawyer with both a technical (electrical engineering) and business background (Kellogg-HKUST Executive MBA).  He has a diversified practice covering fintech, blockchain, property tech, insurance tech, commercial, corporate, entertainment, licensing, intellectual property, advertising, data privacy, e-commerce, employment, and general commercial matters in the TMT industry.

Prior to joining ELLALAN, Charles was a Senior Legal Counsel for Tencent’s Technology Transactions Group and Fox Networks’ APAC, advising on the businesses’ international commercialization of its services and platforms, covering music, video OTT, mobile games, advertising, social media, and cloud technology.  Charles also worked in a US and UK law firm prior to joining ELLALAN.

He currently serves as a committee member of the Employment Law Committee and as deputy leader of the Intellectual Property Vetting Group for the “Sing Tao Legal Mailbox” of the Law Society of Hong Kong. Charles is also a Civil Celebrant of Marriages.

Charles has a passion for technology and serving the community, and is the Chairman of Thetos Foundation Hong Kong, a Founding Board Member of Hong Kong PropTech Association, School Manager of The Sprout Creative Kindergarten, Director of The Hong Kong Baseball Association and Honorary Legal Advisor for the Management Committee of Leung Sing Tak Primary School. In 2022, Charles was also recognized as a legal leader by LexisNexis® 40 UNDER 40.
